Project Title:

ECCPC Alternate Water – Tank Rehabilitation

Project Description:

Located at the East Canon City Prison Complex (ECCPC) in Canon City, CO, the ECCPC Alternate Water – Tank Rehabilitation project of an existing 35,000 gallon concrete water tank consists of selective demolition, disposal, inspection, surface preparation, repairs, priming, coating system, final cleaning and testing, to include all associated work necessary and required for a fully functional system.

MANDATORY PRE-BID MEETING: Each prospective Bidder/Contractor shall attend a Pre-Bid Meeting at 1:00 PM on Tuesday, April 22, 2014, and shall inspect the work site in order to provide the proposed complete scope of work referenced under Response Instructions below. Any interested party shall complete, sign and submit a Consent to Search authorization and guest Registration to Dennis Corbin/Plant Manager (dennis.corbin@state.co.us) and the Point of Contact listed below not later than 4:00 PM on Friday, April 18, 2014. Contact the Point of Contact below for more information. Attendees shall bring appropriate personal protective equipment for confined space entry, including entry and recovery equipment (entry point is a 22” diameter manhole), and shall meet at the ECCPC Visitor Center at Evans Boulevard and Highway 50 in Canon City, CO.

MINIMUM QUALIFICATION: Bidder/Contractor shall have: a) minimum five (5) year experience in work of similar scope and complexity, b) a Colorado primary or branch office continuously for the past five (5) years, and c) submission of a Qualification Statement with a minimum of five (5) completed projects by the applicator of similar size and complexity per Specification Section 09960 paragraph 1.05E.

Scope of Services

EVALUATION AND AWARD: Award of this solicitation will be made to the responsible Bidder/Contractor whose response is judged by the Colorado Department of Corrections (CDOC) to constitute the best value represented by their proposal, at the sole discretion of the State. Those requirements include but are not necessarily limited to: (1) a schedule demonstrating substantial completion within 45 calendar days or less from date of notice to proceed from the State, (2) an acceptable complete written scope of work submitted by the Bidder/Contractor, and (3) Qualification Statement as required under the RESPONSE INSTRUCTIONS below. The right is reserved to waive informalities and irregularities and to reject any or all bid proposals.

RESPONSE INSTRUCTIONS: To submit a bid response to this solicitation, provide a written proposal on company letterhead with original authorized signature including, but not limited to: (1) your firm's company information, including Taxpayer ID Number; (2) contact information, including name/e-mail/phone and fax numbers; (3) a written Qualification Statement to represent compliance with the Minimum Qualifications; (4) a complete written scope of work as proposed by your firm in order to complete satisfactory labor and related materials for a fully functional system; (5) Bid Form, utilizing the attached form; (6) Bid Bond for a bid amount in excess of $50,000; and (7) your firm’s one-year warranty for the entire scope, and any other manufacturer’s extended five year warranty as may apply.

AGREEMENT PROVISIONS: By submission of a bid, the bidder affirms to have reviewed the attached SC-6.21 Contractors Agreement and SC-6.23 General Conditions (forms attached to this Notice) and agrees that the terms and conditions are expressly workable without reservation. The bidder shall disclose in their response any aspects or provisions of this Agreement to which the bidder may take exception. Failure by the bidder to disclose such exceptions may be considered justification to terminate the award to the bidder, at the discretion of the State.

BONDS and INSURANCE: As a part of the response, the bidder shall provide a Cashier’s Check or SC-6.14 Bid Bond with power of attorney (form attached with this Notice) for a bid amount in excess of $50,000, made in the amount of five percent (5%) of the bid. The Bid Bond may also be (1) a cashier's check or (2) a certified check made payable to the Treasurer of the State of Colorado in an amount not less than 5% of the total Bid. Bids in excess of $100,000 shall include the cost of Performance and Labor and Materials Payment Bonds. The Agreement shall include Insurance in compliance with General Conditions Article 25. TAXES: The Bidder/Contractor’s bid proposal shall exclude all applicable federal excise or manufacturer’s taxes and all applicable local taxes as set forth in Article 9C of the General Conditions.
