Per the Office of the State Controller:

Based on the information provided in request number 107244, Dept of Personnel and Administration's request of a waiver of Fiscal Rule(s) 3-1 Section 5.1 is GRANTED. This decision is in reference to the request submitted with the following subject line: Fiscal Rule Wavier request. This waiver is limited to the submitted request, and is subject to the following conditions, if any: This request for a waiver of Fiscal Rule 3-1 Section 5.1 with respect to state agencies' use of purchase orders in lieu of contracts under the below-described state price agreements for temporary personnel services is approved. This waiver shall extend to all state agencies subject to the Fiscal Rules and to the following agreements, identified by CMS number: 173809, 173810, 173811, 173812, 173813, 173814, 173815, 173816, 173817, and 173818. The waiver shall be effective from July 1st, 2024 to April 30th, 2027.

This waiver applies only to the Fiscal Rule(s) listed, and does not waive any other requirement, such as requirements contained in the Colorado Procurement Code or requirements to obtain approval of the purchase from other central approvers.
