Per the Office of the State Controller:

Fiscal Rule 3-1.5 is waived to allow all Colorado State Purchasing entities to use a PO in lieu of a state contract to purchase temporary personnel services from State Purchase and Contract Office Price Agreements and a Colorado NASPO Participating Addendums, as long as the temporary personnel service does not involve a high risk service defined by the Colorado State Controller.  This waiver is effective for each Temporary Services Price Agreement and Colorado NASPO Participating Addendum until the earlier of the expiration of the Price Agreement or Participating Addendum or June 30, 2024.

This waiver applies only to the Fiscal Rule(s) listed, and does not waive any other requirement, such as requirements contained in the Colorado Procurement Code or requirements to obtain approval of the purchase from other central approvers.
