Invitation For Bid, (IFB), must be on official company letterhead and submitted in a sealed envelope or package with the solicitation number and submission deadline clearly marked on the outside. IFB must be delivered via USPS, courier, or hand delivery to the CO Dept. of Public Health & Environment, (CDPHE), prior to the submission deadline. Late bids will be rejected. It is the sole responsibility of the vendor to verify receipt of bid by the CDPHE.
The award of this IFB will be based on the lowest, responsive, responsible bid which meets the required minimum specifications, and is in the best interest of the State. Cost will be the primary factor in the award of this IFB, along with the other factors listed in the attached specifications. Vendor must submit pricing in unit cost and grand total format. Pricing must be submitted for year one, (1), plus four, (4), additional years.
Vendor must submit one, (1), original, plus two, (2), copies of bid.
Vendor must complete and return the attached vendor information form with the original bid. (attachment)
This solicitation is published using the Colorado Bidder Information and Distribution System (CO BIDS). Offerors must be registered on CO BIDS in order to download solicitation documents and information including any modifications, and to be considered responsive by the submission deadline. CO BIDS and its registration information may be linked through the CO State Purchasing Office link at http://www.colorado.gov/bids
Bids submitted by non-registered vendors will not be opened or considered (except as necessary to determine CO BIDS registration status) unless, after examination of bids submitted by CO BIDS registered vendors it is determined that there is not adequate competition among CO BIDS registered vendors. If adequate competition exists among registered vendors, bids from non-registered vendors will not be considered. A vendor is considered registered if its registration and payment is received in the CO State Purchasing Office prior to the submission deadline.
CDPHE reserves the right to reject any or all bids received for this solicitation. |
